The screenshot is from the Ludhiana area as the distance from this area is about 158 kilometers from Lahore. The video which shows this particular scene also has a shot of Ambala Cantt railway station. This means that the people shown in this video are Muslims headed towards Pakistan.
Another point that I should note is that most of the British officers were based out of Delhi. Thus when they ventured out to shoot films or photographs of refugees in the interior areas of Punjab, the migration of people captured in these movies and photos were mostly of Muslim refugees headed towards Pakistan. Although there are several photos that Margaret Bourke White from Life Magazine had published that showed Sikh refugees moving out of West Punjab.
